What this page will do
- Choose plan (Trial / Basic / Pro / Enterprise) + cycle (monthly / yearly)
- Pay via bKash / bank transfer offline
- Enter TxId — row written to saas_payments with status='pending'
- SaaS owner verifies / rejects from Admin Dashboard (Task 2.5)
- On verify → subscription activated automatically
