What this page will do
- Filter by type (Report / TubeLabels / Bill / MoneyReceipt)
- Count of reprints per ref_id — flag anomalies (e.g. 10× same report)
- Per-user totals + per-tenant totals
- Join with sec_audit_log via request_id for full envelope
